Fran O’Brien’s involvement with the Philadelphia Council began when she served with former President Rob Bender on Philadelphia’s Army-Navy Game Committee. 

Up until that time, her contact with the US Navy consisted of gazing out of her Camden office window at “The Big J” -  The Battleship New Jersey.  But after being “recruited”, she became a NLUS volunteer and eventually a Philadelphia Council board member with a mission….to get out the message about the men and women of the sea services and the work of the Philadelphia Council.
